一 |     A powerful Monday morning earthquake has killed at least 111 and injured 87 in the west part of Colombia.         Colombia's President Abelardo de la Espriella, who came to office just three days before the earthquake, declared a state of emergency to expedite funding for the quake recovery with a plan to visit the disaster zone.    "I am at the forefront of the situation. It pains me deeply what the families and affected regions are going through," he posted on X.    According to information provided by Colombian officials by mid-afternoon, the destruction included 1,575 damaged homes, 37 homes completely destroyed, 61 collapsed buildings, scores of damaged centers of health, education and community, as well as 18 damaged roads and six airports.    Airports in Pereira, Manizales, Quibdo, Armenia, Cartago and Buenaventura suffered structural damage, and their flight operations were suspended, according to Colombia's Civil Aviation Authority.    The tremor was felt in Colombia's capital Bogota, which is about 400 kilometers from the epicenter, setting off alarms that prompted people to evacuate many buildings as a precaution.    "At this time there are no reports of injuries or structural damage, only some cracks in buildings," Bogota Mayor Carlos Galan posted on X.    The earthquake damaged the region's major cities including Pereira, Quibdo, Manizales and Cali.    Nubia Carolina Cordoba-Curi, governor of the Choco region, posted on X on Monday morning that "in the capital Quibdo there are injuries and severe damage to buildings".    She posted an update at 2 pm that 12 people were confirmed dead and 84 injured in Choco.    Other local authorities reported at least 40 deaths in the Risaralda region and 27 deaths in the Valle del Cauca region.    Rescue efforts to save people buried under the debris is ongoing.    According to the Colombia Geological Service, the earthquake epicenter was in San Jose del Palmar, Choco. It had a magnitude of 7.4 and a depth of approximately 103 km, making it the strongest earthquake recorded in Colombia in the last decade.    The earthquake was felt by neighboring countries Venezuela, Ecuador and Panama. It was followed by several aftershocks with magnitudes between 2.8 and 4.8, according to the agency.    The agency said that it's common for this region to experience earthquakes of considerable magnitudes due to activities associated with the subduction of the Nazca Plate beneath the South American Plate.    Near the end of June, Venezuela was struck by two earthquakes — with magnitudes of 7.2 and 7.5 — that were only 39 seconds apart. More than 6,000 people were killed, and tens of thousands of people remain missing under the debris.                    。    정부 내국세 연동안 폐지 추진                   부산시교육청 전경. 국제신문 DB55년 만에 내국세 연동안을 폐지하는 정부의 지방교육재정교부금 개편안(국제신문 지난 24일 자 4면 보도)을 놓고 전국 교육청이 반발하는 가운데, 전국 국·공립대학교 총장단이 교부금 개편을 촉구하는 성명을 냈다. 교육교부금 개편안에 찬성 입장을 표명한 것으로, 전국 교육청과 국공립 대학의 온도차가 선명해지는 등 사안을 두고 찬반이 격화한다.전국 국·공립대학교 총장협의회는 26일 ‘지방교육재정교부금 개편 촉구’라는 제목의 성명을 발표하고 고등교육 재정 확충을 위해 개편을 조속히 추진하라고 정부에 촉구했다. 총장협의회는 성명을 통해 “우리나라 초중등 교육 투자는 OECD 평균의 166%인데 고등교육 투자는 69%에 불과해 부문 간 재정 불균형이 심각하다”며 “지난 18년간 대학 등록금 동결 등으로 전국 국·공립대 건물의 63%가 30년 이상인 노후 시설이다”고 주장했다.앞서 지난 21일 기획예산처와 교육부는 교육교부금의 내국세 20.79% 연동 방식을 폐지하고 성장률과 학령인구를 반영하는 개편안을 발표했다. 개편안에 따르면 최근 3년간 연평균 명목 경제성장률과 연평균 학령인구 증감률의 35%를 반영해 교육교부금을 산출한다.반면 전국 16개 교육청은 반발하고 나섰다. 김석준 부산시교육감 등 대한민국교육감협의회는 지난 25일 오전 국회에서 긴급 기자회견을 열고 교육교부금 개편안 철회를 촉구했다. 부산시교육청도 26일 보도자료를 통해 “학생 수 감소가 교직원 축소나 교육재정 수요 감소로 직결되는 것은 아니다”며 “특히 부산은 향후 5년간 노후 학교 개축과 시설 여건 개선에 3조1002억 원이 필요할 것으로 전망되는 등 재정수요가 절실하다”고 설명했다.이처럼 교육교부금 개편안을 두고 찬반이 격화한다. 개편이 진행되면 고등교육 재원이 확충되는 반면, 전국 교육청 예산은 줄어들 것으로 전망되기 때문이다. 이러한 점을 의식한 듯 총장협의회는 이번 개편이 특정 부문의 축소가 아니라 전주기 공교육을 함께 살리는 재설계라고 부연했다.김석준 교육감은 “정부는 교부금 개편안을 철회하고 국회와 시·도교육청, 교원 학부모 시민사회 등 다양한 교육 주체와 충분한 논의를 거쳐야 한다”고 강조했다.。
